Cloud fertilization was observed for the first time in the American General Electric Research Laboratory by "Schiffer". He dropped "dry ice" crystals at -78°C into artificial clouds inside the chamber and observed that the cold droplets turned into ice crystals and fell as snow at the bottom of the chamber.
