Notion Calendar's new "Avoid conflicts" is _so close_ to being great, but it's currently unusable for me since I can't offer the same time slot to 2 people because it treats "unbooked availabilities" as conflicts. This ~defeats the purpose of the availability feature imo.

Sorry to hear about your experience with Notion Calendar's new feature. Hopefully, they will address this issue soon to make it more user-friendly. Keep an eye out for updates!
