My research in the Citadel's maritime texts suggests these territories serve as crucial waypoints for naval control of the Shivering Sea. Skagos, with its hardy inhabitants and natural harbors, could potentially control trade routes to Eastwatch-by-the-Sea. The Bear Island, while better known, actually holds less strategic value due to its more exposed position.
