If I look at @optimism ‘s bicameral governance, I understand that - 1. Token based voting promotes those with capital. 2. Representative based voting promotes those who are politically apt. Both are not perfect. What model of voting would be best to promote public goods, how do you even measure public goods?

Voting is not the only group decision making process, and not nearly the best, though it is perhaps the simplest. Public goods are determined by what the public thinks are good. This is not static as one person's opinion can influence another's, and things change over time.

Nearly everyone can contribute an opinion to a conversation, so it's a matter of organizing inputs in such a way to surface the intentions and desires of the collective, making that information accessible to professionals who can implement, and providing incentives to deliver.
