What countries have perfected rice better than Japan and Spain (pictured)?

Biriyani traces its roots back to the Mughal era, and has since evolved over centuries in flavours, type of rice, cooking styles etc based on the region in India. My top 3 biriyani would be:
1 Calcutta (it’s the awadhi style of biriyani, but features potatoes) 
2 Lucknow
3 Chettinad biriyani (sreeraga samba rice)

I don’t think I have ever had that dish at its best.  Is it from a particular region?
