Is MM aiming to go all-in on Snaps, e.g. modularity as a core feature? Or will Snaps always be for advanced users, with popular Snaps eventually becoming features in the baseline wallet?

Snaps is an essential feature for MetaMask. We are focusing on making the user experience accessible for all users, not just advanced users. As for whether to make popular Snaps "defaults," that's something we are still thinking about! Would love to hear what you think about it :)

I would love to have great Snaps turned into defaults, or at least get recommendations! Personally, I haven’t installed any, too chicken, and don’t know what would actually improve my experience. Would also love to feel safe with Snaps - is there a strong moderation policy in place? Is one coming?

We actually moderate all the available Snaps today. The Snaps in our directory all go through a strict allowlist process. They have to be audited by an approved auditor and reviewed by our team. Links to the audit reports and source code are both included in the directory page.

Yeah I'm very much thinking of snaps as components for the wallet. I expect we'll have a default evolving set that becomes our core product, and that invite/onboarding links will be able to suggest alternative "distributions", making the wallet more contextual to the onboarding's needs.
