It's so that Coinbase can provide free usernames to people who user their products, like venmo and cashapp. If you want to scale consumer crypto you need free usernames. They're trying to be more decentralized than traditional usernames but won't be as cost-prohibitive as fully decentralized names.

Yep seems like it. The value exchange for coinbase is you get the free name, they get a customer who has KYC'd. The more people they get with these (which they seem happy to subsidize), the more they can build a network for p2p payments.
