Northwest Russia. The can says that's Atlantic (I guess it might come from the Baltic coastline) :) They might've just used the random pic from the internet though.
It's crazy that this app makes me study sardines, but i'm going to explore what else we've got here.

What region is your country? The fish in this image look like Pacific sardines to me (you can tell by the darker skin). The bite sized cut pieces are also common in tins from East and Southeast Asia.
