I totally tried on a whim, and if you ask it multiple times it can refine it's process to compress right under the mb you want it to. 

And then you can ask it to save those settings, for future use!

I literally learned this yesterday. I was asking it to check a file for viruses and then was like heck what can I do with this thing now. It changed an mp4 to a gif for me. V convenient.
