Nein, nur Wahlbenachrichtigung reicht natürlich nicht, weil dann theoretisch jeder Hans und Franz mit irgendeiner fremden Wahlbenachrichtigung dort auftauchen und  wählen könnte. Bloß Ausweis und ohne die Benachrichtigung geht, weil sie dann im Verzeichnis nachsehen können.
