There is a bit of that but there’s also other factors. Germany dropped a subsidy so 2024 sales were way down on 2023. Similar for some other EU countries. Also, lots of people waited for the new Model Y rather than buying the old one and as the best-selling model by far it has an outsized impact on sales figures.
