It's exactly the opposite of what you're saying😂. The CMHC is profitable, and gives dividends to the government. It doesn't cost any taxpayer money, it makes taxpayers money.

In the 50s, the CMHC guaranteed the purchase of unsold new build units while also financing water, sewers, and roads. They also set price ranges that they wanted developers to hit. Now it largely guarantees mortgage securities ($11B/mth). Govt can do lots of things if it wants to
