NYPD have completely misunderstood modern memetics. 

The images they are producing with this level of show and spotlight is creating a huge incentive to repeat, basically the opposite of the intended effect.

Charging Luigi with terrorism risks doing the same - but the Manhattan DA is desperate to project "law and order" in NYC and seems more concerned with that than actual justice... meanwhile this all plays into the memetic "joker-like" image

I'm fairly blown away that a US Citizen committing an act of disgruntled and ugly violence is being consider under terrorism law.
