It's possible, but it's up to the developer to make sure it's "safe"

Yes, technically, the dev can willingly put a malicious link in there. That's why you get a warning that you will be redirected to another site.

If you trust the dev,  you can safely click on the link. Usually, if you have a good browser, it will tell you if the link was malicious or not.
