this is not an accurate read of what this is proposing imo. 

also, what is your definition of a public good? 

last cycle we had some not-so-ideal distributions and I think more objective data is helpful and a good way to  ensure the right folks get rewarded heavily

My definition of a public good is something that is non rivalrous and can't be limited. I limit my definition into opensource code and leave the other definition to other experts.

What I am sayign is 100% accurate. Public goods were unceremoniously thrown out.
