Currently the gas limit is 30 million and the target is 15 million.

What would I expect user experience to be like if I was running a tx that took like 16 million gas?

A single large transaction may take slightly longer to be included in a block (depending on current usage + what fees other transactions are paying). Lots of 16 million gas transactions (in a short period) would push the base fee up
