Personal opinion: We need more chains / need to find a way to distribute activity better across chains. Base Mainnet & OP Mainnet are at gas target (although may be temporary due to one app). Zora Network and PGN have a TON of room to grow.

The EIP1559 base fee configuration. So gas fee above a block's gas target makes base fee rise (effectively metering activity at the gas target). We see the same "flat gas used" behavior on L1 Gas target 5M per block on OP Chains & 2 sec block time = 2.5M gas per second target vs Ethereum L1 ~1.25M / sec)
