What will happen if someone repeatedly engages in farming activity without sending degen to the address used for raindrops?

We often come across users who are clearly intentionally using raindrops without preparing DEGEN for farming.

I thought that this kind of behavior needed to be cracked down on early on because it raises suspicions among other users.
For example, lowering the person's account score.
