Just let people post what they want in whatever language they want. Inclusivity is key to our digital art movement and not allowing artists to post in whatever language they want isn’t the way.

Maybe calling the channel /art-english can help? People won't have any problem with it. Hosting /art looks like quite a responsibility tbh.
