Is this enforced? "No self-dealing or conflicts of interest: Purple holders should refrain from voting on sending funds to wallets where any portion of those funds is expected to flow to them, their projects, or anyone they have a close personal or economic relationship with."

What Chris just said. Since this is a Prophouse vote the DAO already approved the funding onchain and now this prophouse is a signature only attestation without automatic settlement. We are trusting that the disbursement matches the voting and that also creates an opening to interpret the written rules. Not code.
