It's an executive department. That's how it was implemented in the first place. Theoretically, this could go back and forth indefinitely and Congress is powerless to be involved. But at least he moved the pendulum the right way for the next 4 years.

Wann ist es Nötigung (§ 240 StGB)? Es braucht eine „Drohung mit einem empfindlichen Übel“ oder den „Einsatz von Gewalt“, um eine Person zu einem Verhalten zu zwingen. „Den Eindruck erwecken, dass etwas verpflichtend ist“ reicht nicht aus, um Nötigung zu erfüllen.
