resembles how i modded /degen originally:
>degen was open to all
>root level access was permissioned (power badge, token gate, content length, etc etc)
>replies were permissionless
>root level users who broke casting guidelines were banned

once the change takes effect:
>degen root will be permissioned by default (no need for complex root level rules via automod)
>replies will be permissionless
>root level casters who break guidelines will be removed

this schema worked great for verbose tipping tokens ($DEGEN) and did what dan is suggesting: mods can encourage participation by seeking good quality, below-the-fold content, just as i did. it takes work but it does work.
