wont be possible, because u will be able to funnel ur allowances easily

u would use it for good cause. others wont and will create several hypersubs to game the system

what if it's sent right after the reset? 
Or, if possible, we could lock a percentage of allowance to only use it for hypersub 
from what it seems it needs a lot of work
