Justin Drake makes the exact opposite argument in this podcast: that the attacker does not need to maintain the majority hashrate at all times. Just knowing that he/she can ramp up hash power at will and overtake the network is enough for the community to (for example) pay the attacker for staying out See https://warpcast.com/chaskin.eth/0xdc8c0ba0

will have to listen, not sure I totally follow he's saying the attacker would hold the network hostage and demand ransom payments to keep their hashpower at bay?
