I'm not sure I follow the original post. Visa Direct is rails. 
Is X issuing an account and holding funds? Doesn't sound like it if it's with visa direct. 
And adding your debit card is the same thing as moving funds from your account with Visa Direct. Why is Linda distinguishing the two?
