wanna be hacking on SUAVE and SUapps, but not really sure how to get started concretely. Can I already write MEVM code somewhere ? Is there a testnet ? Or a local dev framework ? Thanks!

There's a testnet called Rigil https://explorer.rigil.suave.flashbots.net/ - specs https://github.com/flashbots/suave-specs/tree/main/specs/rigil - codebase https://github.com/flashbots/suave-geth examples in there are good for starting suapps, the readme covers setting up devnet
