You are in non priority until you get a power badge. People can still read non prority (people can also turn it off) 

If you keep casting and being around FC, you’ll get the power badge eventually. Also, this priority mode should get better over time

Excellent, thank you for clarifying my point and although it may not seem like it to many who believe that due to priority, not all the casts are read anymore!
