I see some controversy here.. but the same player who kick the penalty cannot touch the ball until other player touch it.. and julian touched it twice.. 

I think there is a chip inside the ball that should react when the ball is touched.. or it just work for ghost goals? or is it not more part of the ball with the var?..

the ball gets moved when the unexpected left leg hits it,
it happened before the right leg kicked the ball..
