I see some controversy here.. but the same player who kick the penalty cannot touch the ball until other player touch it.. and julian touched it twice.. 

I think there is a chip inside the ball that should react when the ball is touched.. or it just work for ghost goals? or is it not more part of the ball with the var?..

Es milimétrico, en mili segundos y tienes que hacer un zoom x100 y verlo en 0.25 para mínimamente ver que lo roza antes de patear y aun quedar con la duda. well, courtouis, lucas and mbappe were protesting it, I realized when saw mbappe making gestures to the referee, then watched the repeat and cannot tell you but feels like that, the ball made something weird..
