There was once a theory that Ethereum L1 provenance would be required for an NFT to hold a higher threshold of value. Do we still believe in that theory?

I think it stands true for nfts that are currently at a high floor.
However! I don’t think that is true for future state. There could already be “the next big thing” on an L2. 
If the theory of Coinbase bringing in “a billion new users” is true, then Base is going to make mainnet look like a thing of the past
