How does one do that? Do you tip them in any amount in the same was as degen?

If you go to a person's profile, you will see the option "Gift wraps"

If you've bought some wraps already, you can gift some of them out as gifts

Warps can also be used to buy passes to be able to engage in channels and they are also used to create channels.
