what if storage fees were rebated if the fid's contribution to the network is valuable? (obviously by some subjective metric)

storage fees don't contribute to the actual storage of the data, so if you consider it a "spam prevention stake" this could help apps cover onboarding fees for new users they are confident will contribute positively to the network

could even turn this into an incentive mechanism - if a user doesn't "contribute positively" to the network within X weeks then they don't qualify for a rebate - these leftover fees are then somehow distributed to referrers/onboarders so you can earn a profit onboarding high quality farcaster users
