Ah6c on the big blind facing a 3bb raise from the small blind. With just over 200 hands villain seems to be sort of tight passive. Do we fold, call or raise?

Call. Their range is enormous in this formation. This formation is equivalent to playing heads up. Look at the opening range charts for hu to get a sense of how good Axo is vs. their range.
