Wait, I gotta change my answer to "maybe not". Elon tweeted it a few days ago (the Depatment of Gvt Efficiency), so it might not be insiders that pumped it but peple like me who love mosaic investing taking a bet on the tweet being public information of a possible future event. I considered it but didn't pull the trigger.
