Should we introduce a new sign up tier to reduce the cost of signing up? Would be low cost (< 25c) but come with much smaller storage limits like maybe 10 casts, 100 follows or something like that.

I think this would only make sense if you sponsor these low-tier signups. For a user, having to pay ANYTHING is a big blocker. If you did this and provided these options at signup: "Create a full storage account ($2)" or "Sign up for a demo account (Free)" The $2 option anchors the user into understanding that storage is not free and that this social network is fundamentally different while giving them an easy 'why not' with the free option—seems like a no brainer
