The biggest issue is California government incompetence.

Half was an exaggeration, but legal challenges from nimbys (which are mentioned in the first of Noah’s blog posts) are not an insignificant factor in how it’s turned out so far. Infrastructure cost overruns in North America in general are ridiculous and aren’t just limited to trains/transit, there’s something seriously wrong with how we build here
