search engines use markets to price ads and they take into account things like relevance of the ad for a specific search term etc. that could be considered their opinion on scoring it's value

having a group rate n websites for 'best content related to x' and then displaying them in that order could work, and maybe get around cheap click bait sites that game existing algos
