this is a UI/UX challenge because it can be ambiguous whether the user’s intent is to select or to scroll

How is it ambiguous? Right now long pressing on the text, the way you'd usually select text, does nothing.  Scrolling is a completely different action?

there is nonobvious millisecond nuance going on with touch gestures.

twitter makes you click into focus on a post to be able to select text from it (rather than being able to from the feed directly)…i think this is a decent compromise (and bet they spent a lot of resources studying this)
