Is it ethical for governments to tax decentralized entities? They aren't providing infrastructure, security , or legal protections.

Since PBS and NPR have left twitter has anyone sent them an invite? I see this as beneficial for the platform if they did , if only for the news articles it would generate. Am I offbase here?
