I completely agree with you. The rule clearly states that if you both receive and give 15 tips to one user, you will get banned. Jacek mentioned that tipping friends is allowed, but he implemented the t4t rule to minimize it, which makes sense to me. It's confusing why some people are getting banned without even exceeding t4t.
