Apparently the reason for the shaking is the new rules for stables in the EU - Markets in Crypto Asset (MiCa). 
they are starting to work today. 

— up to 1 million transactions per day to pay for services/goods
— daily transaction amount up to 200 million euros
— Tether and Circle must obtain a license (no data yet)
— transfers between the addresses of one user are not taken into account
— rules for transactions where one of the parties is located in the EU
— Circle has already registered as a supplier of stables in France
