Honestly I do it whatever way, I don’t think I actively remind myself to make my cereal a particular way. 

But if I’m pressed to choose, I’d say cereal before milk. 

You gotta have the milk poured first and then add just about the correct amount of water or sugar that you want to add before adding cereal ( this way you can weight the amount of cereal your milk drink can take) 
Makes so much sense that way!
