It's worse... they're gutting agencies that have been investigating Elon's companies or may hamper his companies ability to commit fraud... and accusing them of fraud instead.

That too but I mean when talk about payments or funds they basically mean spending approved by Congress that they don't like. They are calling it "fraud".

Oh yeah totally.  Even the framing of the fraud they've "found" is extremely deceptive. Like, they've put real effort in trying to describe legitimate expenses in the worst possible way.
