Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

If I were to win 1 ETH, I’d like to say I would give back to the community or buy some cool coins, but this mom of 6 is thinking of her family. 😉
Portion would go to my two year old son’s medical bills mainly for his oxygen equipment. His bill for that is out the roof. 
The rest would go to fixing my mom mobile. Took a toll driving back and forth through Canada. Had to for my son’s multiple heart surgeries. (He has Hypoplastic left heart syndrome.) 
My vehicle has been sitting for more than a year. I currently get my groceries delivered or use my father in laws truck when I can however doesn’t have enough room for all of us. Not complaining I’m very blessed. Just having my vehicle back would help tremendously, especially for my kiddos.
