Clarification needed: When is manifest.json parsed? I modified webhookUrl and it was not working until I rechecked domain status again, and then I also received a bunch of callbacks that seemed to be in a queue trying to send them to the old endpoint.

Only when you verify the domain in the dev tools. Make sure to reverify it any time you make a change.
