You can! But for V1 you might need to provide separate actions for different languages.

"Messages must be less than 40 characters". They should be max_cast_length (but even then, a translation may not fit).

Yeah, if I were to turn translate bot into a cast action with only the V1 tools available, I would use the existing reply bot to reply to the user who clicks the button. In future, we'll come up with a way to return richer information directly.
