Can you watch Japanese anime dubbed over Netflix or something overseas?

Yes @samosan  As someone living in Turkey, Netflix offers many popular Japanese animes in Turkey both in their original language in Japanese and with Turkish dubbing or subtitle options, and we can watch them on some websites such as AnimeLab, Funimation, etc.
