Medellin may be getting played out by tourists but I still love being there. Colombia in general is a great place to spend some time. Heard Brazil is awesome too, Argentina is wonderful from what I'm told. Was told to avoid peru most recently. Did not enjoy Panama one bit.

I would definitely recommend practicing your Spanish before you go anywhere south of the border, makes like so much easier and you're immediately more respected by the locals. Bogotá has been getting great reviews for lower costs and less touristy feels. I could pass on cartagena but there are parts of it I enjoy.
