is there any reference implementation of a smart contract that checks multiple dex's for the best price onchain, or is hardcoding uniswap's universal router the best approach? are there similar routers for other dex's?

You can use Uniswap TWAP/TWAL. Unfortunately these are averages: median would be better and more resistant to manipulation.

TWAP/TWAL does have the advantage that only uses previous-block pricing = it's resistant to within-block/within-tx manimuplation

I wonder why this is the case and if it also applies to Uniswap's UniversalRouater. I want a `sweep(address[] erc20tokens)` function that automatically swaps all shitcoins to usdc

I don't know if this would help with your use case, but at @0xproject, we have APIs to exactly swap any shitcoin for whatever bluechip token you want, aggregating the best on-chain price among DEXs!
