Vitalik Buterin has stated that he will not mention or support any “layer 2” network that has not reached “Phase 1” by the end of the year, as he feels that many layer 2 projects are decentralized in name only and are designed to siphon capital away from the Ethereum ecosystem.

According to L2Beat, here is the full list of networks claiming to be layer 2 that have now reached Phase 1:

- Arbitrum One
- Optimism
- dYdX v3
- ZKsync Lite

Vitalik also mentioned that he recently sold ETH to a biodefense group that Vitalik is funding, and that the September 11th ETH sale was the last sale for that event.
